Solution:

Let the marked price = Rs. 100

\begin{aligned} Discount = \frac{1}{5} \times 100 \\ = Rs . 20 \\ Loss  = \frac{1}{2} \times 20 \\ =  Rs . 10 \\ Cost price = 100 - 20 + 10 \\ =  Rs . 90 \\ Loss % = \frac{10}{90} \times 100 \\ = \frac{100}{9} % \\ = 11 \frac{1}{9} % \end{aligned}
